Morgan Stanley Asia Ltd. Chairman Stephen Roach said he sees a “false alarm” in warnings that asset bubbles or a banking crisis could threaten China. “Tales of asset bubbles — property and credit — and/or an imminent banking crisis are making the rounds. These fears are overblown,” Roach said today in an e-mailed note. “While China can hardly avoid bubbles, it is successful in preventing them from destabilizing the real economy.”…..

Greek Prime Minister George Papandreou will press President Barack Obama to help Europe combat “unprincipled speculators,” who he said have roiled markets and threaten a new global financial crisis. “Europe and America must say ‘enough is enough’ to those speculators who only place value on immediate returns, with utter disregard for the consequences on the larger economic system,” he said in a speech yesterday in Washington……

Lehman Bankers’ Lock-Ins to Expire at Nomura – Wall Street Journal

Golden handcuffs put in place for as many as 100 of Lehman Brothers’ most senior bankers following Nomura Holdings’ acquisition of the stricken bank’s European and Asian businesses will expire at the end of this month.
About one in 10 of the Lehman managing directors who joined Nomura in September 2008 were offered bonuses guaranteed for two years in order to encourage them to stay on after the takeover. They include the heads of the investment-banking business, as well as heads of individual business lines. Many others were given bonuses guaranteed for one year…..
The judge overseeing the liquidation of Ponzi schemer Bernard Madoff’s investment firm has allowed victims unhappy with his ruling on how to calculate their losses to appeal directly to a federal appeals court.
Monday’s ruling by U.S. Bankruptcy Judge Burton Lifland means shorter waits for victims waiting for court-appointed trustee Irving Picard to rule on their claims and allows the appeal to bypass the federal district court……

Most employers are still cautious when it comes to hiring, planning neither to add nor cut jobs from their payrolls this spring, according to a staffing firm survey released Tuesday. About 73% of employers surveyed by Manpower Inc. expect no change in their hiring plans from March to June this year. But there were also signs of improvement in the hiring outlook. Only about 8% of employers said they plan to make cuts, down from 12% in the previous quarter, and 14% a year ago. About 16% of employers said they expect to add to their payrolls, up from 12% last quarter…..

Amazon cuts off Colo. affiliates because of tax – AP

Amazon.com Inc. cut ties Monday with Colorado online businesses that help it sell products because of a new state law aimed at getting out-of-state, online retailers to collect sales tax.
The move hurts businesses — many of them small, home-based operations — that earn money by using their Web sites and blogs to link customers to online retailers. Colorado has at least 4,200 such businesses, known as affiliates or associates, accounting for about 5,000 jobs, and most of them rely on Amazon to some degree, according to their trade group, the Performance Marketing Association…..
